Satina indicated that this was an all-Rachmaninoff program. The History of Russian Music (vol. 10V, book 2, p. 528), citing Naumov, provides the program details as listed here. While Rachmaninoff's usual habit was to begin programs with the largest work, note the program order in St Petersburg on February 21 and a very similar program in Moscow on February 26.
